Educational leadership plays a vital role in fostering multiculturalism and inclusion in schools. As student populations grow increasingly diverse, leaders must implement strategies that promote equity and accessibility while addressing systemic challenges. This study is a systematic review exploring how educational leaders create inclusive learning environments through culturally responsive practices, professional development, and policy implementation. Using the population, concept, and context (PCC) framework, a systematic literature review was conducted across scholarly databases, including JSTOR, ERIC, and Google Scholar. Studies published between 1996 and 2023 were screened, and eight relevant sources were analyzed. The findings revealed culturally responsive leadership, professional development for teachers, and inclusive policies significantly enhance student engagement, academic achievement, and a sense of belonging, while implicit biases, resistance to change, and resource constraints pose challenges to the effective implementation of inclusion initiatives. This study found strong leadership strategies are essential for advancing diversity, equity, and inclusion in education. Continuous professional training, policy reforms, and culturally relevant curricula are necessary to create equitable learning environments while addressing systemic barriers through collaboration and innovation can foster a more inclusive and supportive educational experience for all students.
