Wing Chi To, she began developing followership and leadership skills in the Hong Kong Air Cadet Corps during her teenage years. After graduating with a Bachelor of Engineering in mechanical engineering, specializing in building services, from the Hong Kong University of Science and Technology, Wing Chi To transitioned from the engineering sector to a dynamic leadership role within the Hong Kong Customs and Excise Department (C&ED). She experimented and honed her leadership abilities through her journey in C&ED. Shortly before the pandemic in 2019, Wing Chi To participated in overseas tactical training with the Drug Enforcement Administration (DEA). Inspired by the DEA agents, she sparked a desire for new challenges and personal growth beyond C&ED during the pandemic years. Wing Chi To embarked on a new journey at Trinity Western University in Canada, and completed the Master of Arts in leadership in the business stream. Drawing on extensive past experience and enriched by her leadership studies, she embraces the guiding motto, "To lead with integrity, act with justice, and walk together in shared joy."
